International Workshop on Cadastral Index Mapping and Computerisation for Speedy and Pro-poor Rural Land Administration in Ethiopia: Experiences, Challenges and Prospects

UN-HABITAT Global Land Tool Network (GLTN) in close collaboration with the World Bank (Ethiopia Office), Environmental Protection Land Administration and Use Authority (EPLAUA) of the Amhara National Regional State (ANRS) organised an international workshop on “Cadastral Index Mapping and Computerization for speedy and pro-poor Rural Land Administration” in Bahir Dar, Ethiopia on May 11-12 May, 2009. The overall objective of the workshop was to “communicate the progress made on the implementation of land administration in the Amhara Regional State, specifically on experience in piloting Cadastral Index Mapping (CIM) and computerization”. The workshop also provided opportunity to share the concept of and progress made in developing Social Tenure Domain Model (STDM_ as a basis for building pro-poor Land Information Management System (LIMS).

'Securing rights to land benefits the poor'

Mrs. Clarissa Augustinus of UN-HABITAT and GLTN Secretariat delivered a statement to about 250 delegates during the opening session of the 17th session of the Commission on Sustainable Development (CSD-17) at the UN Headquarter in New York on Monday 4 May 2009.

Mrs. Augustinus urged the delegates to accommodate the following land dimensions in the text: 'CSD Chair’s Text under negotiation': rapid urbanization trend in developing countries, rural-urban linkages, capacity building, strengthening partnership and networks, securing land rights for all, situation of post conflicts and post disaster, and land governance.

GLTN getting ready to pilot gender evaluation criteria in Brazil and Nepal

The Global Land Tool Network (GLTN) gender evaluation criteria for assessing the gender-sensitivity of large-scale land tools was recently launched with over sixty-five participants at a side-event as part of the 22nd session of the UN-HABITAT Governing Council. The event was chaired by Honorable Tubwita Grace Bagaya, a Member of Parliament from Uganda. After opening remarks by Nick You of UN-HABITAT and an overview of the criteria by GLTN's Secretariat, reflections were presented by Birte Scholz, Huairou Commission, Stig Enemark, International Federation of Surveyors (FIG), and Siraj Sait of the University of East London (UEL) as GLTN partners in developing the criteria. They underscored the necessity of a participatory process to make the evaluation criteria relevant for multiple stakeholders, and encouraged usage of the criteria by a wide range of individuals and organizations to enhance gender equality in access to land.

E-forum on Land, Environment and Climate Change: Challenges, Priority Issues and Tools

From April 23rd to May 15th 2009, the Global Land Tool Network (GLTN) is animating an e-forum on the following topic: Land, Environment and Climate Change: Challenges, Priority Issues and Tools.

Why: The e-discussion aims at further enriching the background paper that provides an overview of the relationship between land tenure, land management approaches and the environment (including climate change related issues). The focus is on the linkages between land and the environment moving from a scientific framework to a country level implementation framework and to what implications this has in urban and rural areas.

From 5-13 March 2009, GLTN staff members participated in a series of activities in Washington DC. The mission’s objectives were four-fold: (i) Participate in GLTN-supported Impact Evaluation Workshop organized by World Bank; (ii) Participate in the FIG-World Bank conference on “Land Governance and Achieving the Millennium Development Goals; (iii) Review Progress in the development of the Social Tenure Domain Model (STDM); (iv) Undertake various bilateral meetings.

Gender responsiveness of selected projects in the GLTN land tool inventory

GLTN considers gender as a critical cross-cutting theme in the work on promoting pro-poor, large-scale land tools (for more information on GLTN see www.gltn.net).

This short report summarises an analysis undertaken by the GLTN Secretariat to assess how women’s rights, and specific needs, are being addressed by selected projects in the GLTN land tool inventory—a database available on the above website consisting of numerous international development projects in the land sector. The research was conducted in order to identify how projects are tackling gender concerns related to land, where more work needs to be done, and possible entry-points to enhance the gender-responsiveness of projects.

Development of Quick Guides for Policy Makers on Housing the Poor in African Cities:
Expression Of Interest

The United Nations Human Settlements programme (UN-HABITAT) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) recently developed a popular set of Quick Guides for policy makers on “Housing the Poor in Asian Cities”. In response to an approach from the Cities Alliance, UN-HABITAT would like to develop a similar set of Quick Guides targeting primarily policy makers in Africa. This call for expression of interest is to support the development of the Quick Guides for “Housing the Poor in African cities”.
